[PlanetKR] Consultation outcomes for "The Future of KR event" at KR2018

The KR steering committee has decided for KR to become an annual event
from 2020. So there will be KR2020 and KR2021, etc. The outcomes of the
consultation on the future of KR presented at the KR2018 event are
available on the KR2018 web page at
